
Robert F. Matthews
Robert F. Matthews was the first person to be elected by the general public as mayor of Shelbyville. Previously, mayors had been elected by the city council. Matthews served as mayor from 1934 through 1945, and was succeeded by Lewis T. Frederick in January 1946. Unfortunately, declining health forced Mayor Frederick to resign three months into his term, and Matthews was selected by the council to serve out the remainder of his term. He was then re-elected in 1949.
